White kids in a nation with America's racial history wanting to become Black Panther for Halloween should be celebrated as proof of a huge civil rights success—because it is one.

For what it's worth, it would be easy to write a critical race paper insisting white kids who dress up as Black Panther are racist for mocking or appropriating black culture AND that white kids who don't want to dress up as Black Panther are also racist for not wanting to.
