Mainly its taught be body language, facial expressions, tones of voice and inflections, looks, off-hand comments about people and events. By what is permitted.

By example, how we treat people
By who gets rewarded or punished in various ways.

Rarely by explicit statements. Explicit statements are used only to reinforce what is taught indirectly
